I know it is illegal to sell a horse without a passport, but what are the implications if you buy a horse without one ? Do you just apply for one as we all did when they came in ? People I know are selling a horse, I know it is not stolen or anything, its just been standing in a field for years and they never got round to getting it a passport.
 
We bought a horse without a passport (although granted it was only JUST after passports became obligatory). I believe it isnt illegal to buy one, just sell one! You then just need to talk to a vet to get the drawings etc done (or you can get a qualified person i belive) and contact the passport people...

It is NOT illegal to transport a horse without a passport.

A passport is needed for transport for Sale, stud show or slaughter.

So if you had just bought a horse and were taking it home (so buying not selling), or for training, PC etc you would not be illegal.

Restrictions on the use of horses without passports
17. If a passport should have been issued for a horse, after 28th February 2005 no person shall -



(a) use it for the purposes of competition or breeding;

(b) move it out of the United Kingdom; or

(c) move it on to the premises of a new keeper,


unless the horse is accompanied by its passport.
