Passporting a rescued horse?

The little filly I have taken care of at the moment doesnt have a passport due to being rescued.

It is believed she is a welsh sec a but no proof.

Can anyone advise of the best agency to passport the filly with?

Is there any way to get her registered with a breed society so she would be eligible to show?

The Horse Passport Agency does one for £17.50 which covers all horses of non specific breeding. I think that is the cheapest.

If you have any idea at all of her breeding you could get a DNA test done, but think you need to have an idea to get them to match (just a suggestion).
I am assuming the vet has scanned and can't find a microchip?
