You can build your own website for free here- http://www.webs.com/ I have never used it but friends of mine have and have found it a good place to start.

I echo the google blog recommendation too, I have a google blog in addition to my website and find it very easy to use.

There are plenty of places where you can set up free websites. I use one that was recommended on here.
