I am totally sympathetic to your cause. The legislation does not work because lots of people don't understand it and passport checking is careless at best and non existent at worst.

If all passports have to be checked by a qualified person before horses can be sold you would in effect be introducing compulsory vetting.

If you wanted a companion or pet pony would you want to pay for vetting?

This is a serious matter and it needs sorting out, i am looking for my horse that was sold whilst on loan during my pregnancy. The original passport is still registered to me, there is nothing to stop who ever has got him now to have a new passport issued, What is the point if the system doesnt work.

Whilst I agree the system is failing, I really can't see why everyone should have to pay for a vet to say it's their horse before selling adding additional costs to every sale.
What about the likes of me who breed their own, why should I have the vet out to verify that they are my horses ?
The simple method would be to insist that every horse is microchipped and registered at a central register, with the onus being on the current owner to inform the register when a horse is about to be sold.
Markets and abbattoirs should then read every chip and check with the central register at the time.
The whole system is flawed and needs redoing from scratch.
