Why buy a horse that you can't ride?

And I don't mean that in a "i'm a better rider than you" way - am genuinely concerned that an ex-racehorse that is known to tank off has been bought for a girl that can't hold the reins correctly.

So tell me....why?

Heart ruling the head by any chance? Pretty horse that is great when being handled, likes a cuddle etc, prospective owner falls in love and then pow!!!!!
