Please help my youngsters are bumpy??? advice please!

Hi It has been raining non stop here and my two yearlings have come out in a rash they are both covered in bumps the size of small fly bites all over their neck and shoulders - not under their manes though
they dont have rugs on because I havent been able to pick them up from my mums house plus its been warm
I thought it could be some sort of rain scald but they dont have it in the usual places like top of bum etc
anyone have any ideas or seen this before???
ps. ive got their rugs coming tomorrow:confused:
 
Don't know if its any help but my youngster used to do the same on and off through the spring and summer...it coincided every time with a bout of rain and warmish weather and I felt it was a reaction to a flush of grass. Always disappeared after a few days, looked just like a minor outbreak of hives.
