Please Help - scabs on penis of 6 month old colt

My 6 month old colt has scabs on his penis and it looks a bit shrivelled. I noticed a few days ago that he seems a bit lethargic and stiff (which I now assume is because he is sore), but this morning I saw him urinating and noticed blackish scabs on his penis and it seemed quite dry looking. He still runs over to me when I come into the field but seems in pain when he walks around after me, and when I leave he just stands there with his head down and ears back. Also his coat has gone quite thick and coarse. He is eating and is still suckling. His mother is fine. His eyes, nose, mouth and under his tail are fine. He had pneumonia as a young foal. I am not sure whether to wash out his sheath and give him some pen-strep/amoxicillian or to just call the vet. If anyone else has had this problem (or even heard of it) could you please advice me? Its breaking my heart seeing him in pain. Thanks.
 
I would ring your vet just for advice, sounds like there may be some infection going on there, especially if in pain walking, my young horse gets scabby a little but a good clean sorts it out, but never appears in pain.
