I read this last night and the link on botulism, I thought your vet would have got on and tested for it immediately as it is the obvious place to start, he has had access to potentially contaminated hay plus symptoms seem to tie in.
I would, if he was mine and I realise he is not actually yours, insist on the vets at least testing if only to keep me quiet by ruling it out, if it is botulism he needs appropriate treatment ASAP.

I hope they find out what it is and that he starts to recover, lots of vibes coming your way.
