Police dog escapes and bites people.

He is but I though they were expected to bite only when released, if it bites when running loose surely it is unpredictable. Not his fault but circumstances prevailed
 
They will bite on a lead or not on a lead if people use certain body language. There is usually a handler there to warn the person to stay still, not run or move forwards suddenly, to keep their arms at their sides etc. If a person moves suddenly towards or away from a police dog, raise your arms etc, there's a chance they will be bitten.

The dog may be retired/still in training etc.
 
I agree with CaveCanem, that is what a police dog is trained to do and they are taught to bite and not let go until told to. It's sad it got out and injured people, but I imagine the police would be investigating the situation.
