Pony hair growing back wiry/ patchy after clip

Does anyone have any ideas about why my 12 hh ponys coat is growing back uneven and slightly wiry after full clip , he is fully rugged up thanks for the help in advance

If it is whiskerey looking, then it is what used to be called "cats whiskers" and it's when the horse is getting cold so trying to throw a coat quickly!

It'll grow back uneven because hair doesn't grow at the same time all over the body, if you have your legs waxed you'll notice this for the first few goes!!!
It could be growing back wirey where the rugs may be rubbing as it is growing through. Can you put a fleece blanket under another rug to provide a soft surface for the hair to grow against? With my Welsh his under-coat grew back after his top-coat. The top coat was a bit bristley to start with, but the under coat was fine.

My cobs hair grows back like this everytime he is clipped. Ive never thought anything of it really just that he has a long tick coat naturally and thats the way it grows back. He is well rugged and toasty when turned out and in the stable, never left to go cold. The under coat is like felt but he has a layer on the top of fine long hairs.
