There was a thread in December of a very similar nature. Horse left for weeks in the same river, just a mile or two away from this one! If you were local to this area you would have an idea of the people who keep there horses around there.

I Carry out works on the River Nene for the Environment Agency (I work for a Private Contractor) and I know without a shadow of a doubt the people who are responsible for the horse in the river Dids hadnt better say to much or the fat controller will remove this post too

Unfortunately, I agree with the above post. I'm local to the area and there are a lot of horses and ponies owned by that type of person in the area. I do believe parsers-by have contacted the RSPCA several times, but I don't think there has been much they can/will do
