popping pastern HELP

I have owned my horse for 3 years he is a 14 yr old haffy x welsh , all of a sudden is pastern started popping , I could actually hear it , I left it for 2 days and turned him out with support boots , then the boots started to rub so I called the vet . when the vet came he said he had never seen this before and didn't know what it was ( deffo a load of rubbish as I have googled it and it seems there are a few horses with this ) well the vet ignored the pastern and some how found a deep whole in his frog :/ I clean his hoofs out every day and wash them out . anyway he x - rayed and nerve blocked him ect ect £647 pound later poultice the hoof and bandage legs. the vet came back and my horse had pulled his poultice off and he said if this happens again and it doesn't stay clean he will have to be PTS :'( . but it healed after 4 months but his pastern was still popping :( no showing shows for me :( . the vet totally ignored the pastern and no I have used nearly all my £5000 insurance claim and don't no what to do.
can I have his hoofs trimmed to help his pastern?
can he have special shoes ?
can anyone help ?
