Poss Passport Problem?!

Saw a very lovely pony yesterday and going for 2nd viewing in a few days.
Gave its passport a quick look over at viewing re jabs / ID which seemed to match but afterwards it occurred to me that I think the owners details are the ones before current ones.
Current owners not v horsey at all and have lost interest. So if all goes well and I do buy said pony am I correct in thinking that prev owner ie one named on passport will need to complete form to say sold etc? This is what i did with last pony I bought where again the person I bought off was a bit dappy and hadn't got passport transferred into her name but in this case the reg. owner ie one before last was very helpful and completed the required forms from the stud book. Bit worried how it could work in this case ie if prev. owners are not very cooperative or have moved on etc etc where does that leave me?
Just checking in advance how complicated it could be.

As far as I understand, the current owner will need to complete, and pay and have the passport changed into their name, and then add you on as the new owner, the passport agency in all the cases I have had dont go any further than this, and then record me as the registered owner.

If you are concerned at all, contact the passport agency that issued the passport and have a chat to them and explain your concerns, they are the best people to advise you.

I am just going through this at the moment. The person I bought the horse off is trying (unsuccessfully) to get the person she bought him off to sign the relevant forms, however the previous previous owner who bred him is being awkward and not signing the forms as she bred him and didn't want to sell him in 1st place but had to due to financial issues. I spoke to the PIO (SHBGB) on FRi, and they have said that all they can do is that we should send the passport to them with all the details that we have (we know breeder is still living in same place) and they will write to her to get her to confirm that the ownership transferred to the person I bought him off. What happens if she doesn't cooperate I don't know!!

Hope this all makes sense, I'm getting rather frustrated now, as I want to register horse with CHAPS but can't till passport is in my name.

i had this problem with my lads passport as the previous owner hadn't changed her address. they send a form to the address on the passport and if they don't hear anything is 14days they will change it over to your name, that was with the horse passport agency could be different depending on provider.

with my mare there is only one recorded owner and that isn't where she was born or the people she raced with. in fact it wasn't even her last owner. i send it back to then and they just changed it into my name (wetherbys)

There are two separate problems one, is the person selling the horse the legal owner. The second is that when buying a horse the purchaser has 30 days to record the new owner with the passport issuer and it is not the responsibilty of seller. The passport issuer has no responsiblity to who owns the horse. Some studbooks have separate arrangements to record ownership and that is not part of the Horse Passport Order. If it is an I.D. only passport it is a document of the horse not of ownership.
