Possible abused horse and lice treatment

Hiya, i have a dilema. On my yard there is a 16yo anglo arab, his owner has good intentions but absloutly no time for him. He's had the horse for 15 years but hes in horrendous condition. He comes down once a week at a push and feed a handful of mix. The horse is very thin, agressive, overgrown hooves and now has lice. Rspca have visited but he didnt contact them and nothing has happened in over a month. I offered to feed the horse on behalf of the owner and its improvment is amazing! But now my pony kept next door has lice and it annoys me that i have to pay out for it to be treated. Any advice on either what to do about the horse or lice treatments is greatly appriciated! Thanks!
 
I think a gentle medicated bath for the both of them for a start, wash absolutely everything, disinfect and scrub every nook and cranny, give a little time and then use a pour on, then give the owner a good kick up the arse ;)
 
I wish i could give it to him but hes very agressive! Im confident but he's kicked me through my fencing for being too close. He's such an amazing animals in a horrendous way. Im only a teenage girl and his owner is a 40 something man. I dont think id stand a chance tbh :P
 
I see, well tread carefully then, are there others on the yard that know whats going on, what does the YO think. They should be helping to be honest,you shouldn't need to deal with it your own. Hug :)
 
I should have explained, its more of a feild and stable set up, theres one other owner and shes put fencing up to prevent them from touching, im waiting for some fencing to arrive. The yo knows nothing of horses but has housed this horse for 15 years so feels bad to argue with the owner, plus we never see him! Its one of those situations i guess.
 
Try speaking to World Horse Welfare, they have teeth and will use them. I'm sure their field officer would have a 'word' with the owner (and get results) without you being implicated. They also follow up their cases.
At least the poor horse would get treated then.
 
I'd try WHW once again - I called on them a couple of years ago for something the RSPCA had visited twice and not followed up. They took over immediately and asked the RSPCA what they were playing at and where were they up to etc. Did get results but I don't know if things vary according to location or not, I'm in North Wales.
