Possibly a stupid qu but.... whats the difference??

I believe the difference is the fulmer is loose ring, and should be used with keepers, a full cheek is a fixed ring, can't comment on the different action of them though
 
No they are different. A full cheek has fixed rings and a fulmer has loose rings.

This. I was taught to always use cheek keepers with a fulmer but not necessary with a full cheek.

Some horses may find it more difficult to lean on the loose ring one, and some horses may like the 'steadier' feel of the full cheek.
It's almost the same as the difference between a loose ring and eggbutt snaffle, but with improved steering.

Neither is stronger or milder than the other, just different actions which will suit different horses. :)
 
Both are mild bits, the Fulmer has a bit more play in it than the full cheek eggbutt, so it depends on how your young horse is with bits as to which one would be preferred. I find Fulmers a little heavier than full cheek eggbutts and they don't tend to rub young lips as much.
