Problem near hind, any ideas please?

Recently he's been lifting his near hind from time to time, raising his hoof to hock height approx. When I pick out his feet he lifts this leg pretty much as high as is possible before letting it down again for his hoof to be picked out.

He's not a young horse so wouldn't be surprised if its arthritis but has anyone else had these symptoms that have led to something else?

I often find this is a stiffness sign, not necessarily a problem. My horse will do it if I pick his feet out first thing in the morning in his box after he has been in for the night but doesn't when I pick them out after being out for the day.
 
I thought maybe shivers.....a horse on our yard does this and he is a confirmed shiverer, sorry this may not be what you expected. But of course it could be something totally different, maybe a back or pelvis issue?

I'd agree that it sounds like stiffness, my mare with arthritis does this. She's also worst first thing in the morning when she's been in her stable.
