profile pictures / signatures

Hi

does anyone know how to get these on?

I have read other threads and I do not seem to have a 'User Control Panel'

in the top right of my screen I have something that says Welcome & MyUsername then a drop down for notifications and then a link to 'My Profile' clicking on 'My Profile' took me to a page where I could add and amend details. I know you can't alter until you've made a certain number of posts but can't find the page which tells you how many posts.
