Yes I used to have one, its no different than a rubber curb chain guard or a leather one to be honest. If the curb chain is that tight that you need to have something to stop it rubbing then you shouldn't be using a pelham in my opinion.
Its very important to use a lip strap with a pelham. Not many people do (in fact I have never seen anyone use one apart from me!). This helps to keep the curb chain in the correct position so it lies correctly in the groove and also to prevent the chain getting lost. The hooks to hold the curb chain on need to be attached correctly, at the right angle.
All in all its a bit of an art, but once you get used to it, its second nature.
