Promoting feather growth ?

I have bought a 5 year old coloured cob and he is out 24/7 at moment , how do I encourage his feathers to grow ? Or can't I ?

Pig oil and sulphur is your friend! There's some reasonable prices on eBay.
Apply every 10-14 days.
