Public liability insurance advice needed!

We own around 150 yards of a private lane that forms a very small part of a much larger bridleway. There are no gates on our section so I am unsure if we need public liability insurance. We do have noisy dogs (safely contained in a secure garden) and I am worried we could be liable if they barked and spooked a horse, causing an accident. Any help would be gratefully received! Thank you.
 
I'd check your household insurance carefully, you may well be covered by that. If not, then yes, I would definitely want PL insurance for your part of the lane.
 
Thanks for the advice - just as I feared! I was just hoping that there might be a small chance we would be in the clear on the basis that people used the bridleway at their own risk and the dogs are secure behind a fence . . . darn it! Thanks anyway.
