I don't know how many people on here are familiar with Norwegian Fjords and whether puffy eyes are a characteristic of the breed? My horse has had them since I got him.

My vet said there is nothing to worry about unless they get more swollen. It doesn't affect him in anyway, it just looks a little odd.

Hmmmmm. Are they just puffy or is there gunge leaking from the corners? Or heavy tear production, ie face stained etc. I'd look up the breed characteristics on the internet and compare your boy with that. It's all very well for the vet to say nothing to worry about but what do they think is causing it? My concern would be conjunctivits and untreated, chronic conjunctivitis is bad news and can lead to permanent damage to the eyes or worse. If in doubt, talk to your vets again x

Vet said it might just be the way he is. There's no discharge whatsoever and the pufy bit is above his eyes ('eyebrow' area) makes his eyes more deep set looking. I've tried taking a picture but it doesn't show every well.

It might be flys - I'll try a mask and see how it goes.
