Puppy always stealing food

I own 3 labradors, the mother who is 3 yrs old and her 2 pups who are 10months old now, a dog & a bitch, the black bitch scavanges all the time, and is just so greedy when she eats, she breaks into horse feed bags, and has eaten unsoaked sugabeat before now and had a very swollen tummy, stolen things from work tops, now she has a cage in the house for at night when she is in and unattended, she can get in the most akward of places to steal food. She is not thin and is reguarly wormed, just a very greedy dog, her mother is quite greedy and her brother who is the slimmest not greedy at all. Does anyone else have a dog who steals food?

My whippets, they are the only dogs of mine that steal, they are natural born thieves and bin raders

one of my dogs do and the other is the complete opposite, you usually find it is the dominant male/female that is greedy, by any chance is the female puppy dominant over the male?
