Puppy Farm - Who do I tell?

Ok this is probably been asked before but who do I inform about a woman around the corner who continues to breed her poor lab? Basically the lab has had 4 litters one after the other and yesterday one one pup survived whilst 5 died or were DOA

She owns both the bitch and the male and has someone in to walk them for her otherwise they wouldn't get out! They used to be lovely dogs when we moved in but now they try to attack my pups and are quite natsy and I know its because of what this woman has done to them!

I worried now she will rehome the bitch and get a new younger bitch and carry on with 'her work' as she likes to call it!

If she only has one bitch then it's not really a puppy farm and I doubt anyone could/would do anything about it.

Ok will PM her, I know she's in the process of looking for another bitch as she wanted my lab who is only 4 months old! I politly declined her offer of £550 (polly is working stock with 5 gen ped!) I have offen heard more dogs barking in her garden but I know she only owns the two. I just think its horrific what she's getting away with and really cruel on all the dogs.
