Hem and Boo are good quality and fully adjustable. If you cant find one small enough maybe try a cat harness.

No as I wouldn't recommend a harness at all.
Use a double slip collar for lead training & a thin or rolled buckle collar ot hold an ID disc.

I have a doodlebone one for my MinPin - it fits nicely and is very soft.
