Question about BE Eventing Safety Moves publication

BE has posted a list on the internet of safety changes that have been made since 1999 or will be made or are being considered, and at the bottom is a list of FEI changes. One of those FEI changes is a ten minute stop between 1 and 3rd kilometers on XC.

Here is the exact language used in the BE posting--
"• Phase C 10 minute stop - An additional 10 minute stop between the first and third kilometre markers of phase C at Three Day Events at two star and higher Three Day Events"

Would one of you Brits please explain to a NA Smurf precisely what is meant by this? It seems to be a mystery here to those of us outside the FEI inside loop.

I've looked at the FEI website and can find nothing to explain what is meant.
 
i believe when they were faffing about short format and changing rules for welfare issues they made a rule where if th conditions were extreme and additional ten minute halt could be inserted on the roads and tracks if required shortly after the start of phase c to allow full recovery from the chase.
obviously that rule is still there because technically you can still run a long format event (i think) but no-one actually does!!

We still have a few training real 3Ds in the United States. Of course, they aren't FEI recognized, but they do have steeplechase and roads and tracks. The theory is that riders will learn better skills from the additional phases. If the US track record for riders coming up short format only is any indication, more "real" three days ARE needed over here.
 
to be honest the C halt was a right pain in the butt becaus eit was optional and you never quite knew if you had to cover it, and with the more fussy riders even the posibility meant another body had to be found because you couldnt get from the end of the chase to the c halt quick enough if rider wanted to get off. the c halt could be cut shorter by the ground jury as well. frankly by the time the yhad finished messing about as a groom i was well happy to see the end of long format, though i do not think it has nessecarily done the horses and riders any favours!
