Curious really, it must depend on different weight tapes but for my 13.3 at her slim weight-which she currently is-she comes up as 347kg which sounds about right.
The slim weight of my 14.3 is 385kg and she is a chunky welsh D with an Xwide saddle!
However, my friend has a 14.2 welsh D that at her slimmest was 420kg-when mine was that weight she fat. Though she admits she can't keep her too slim due to livery situation. Another friend used to share a 14.2 connemara that was 420kg at his slimmest and he was actually slim. My other friend has one that is about 15 hands and he weighs 454 at the moment and he's not overweight either.

Mines 14.2 connie x tb. But, very flat withered & full up. When mega fit, she actually looks easy 15hh with topline, & was 500kg on a weighbridge. In lighter work & a condition of 2.5 heading into spring she's about 450, but maintains reasonable topline. With a grass belly end of summer & condition between 3 & 3.5 she's about 475.

You might want to check with a weigh bridge. When we had a weight bridge at PC Camp last year my daughters Cob X 13.1 weighed 450Kgs - which is what we expected. But her 147cm ISP show jumper came in at 505kgs which was heavier than we had taped. Both were absolutely 100% fit and carrying no additional condition.
