Am trying hard to picture a 17% gradient now! I would say depends on the surface type - if new, shiny stuff then yes, if worn, rough and breaking up a bit, then no. Also depends if horse a sensible type who will sit on his hocks a bit and take it carefully, or daft like mine with a tendency to lean on forehand and pull like a train no matter what...
