My neighbour has the same size house as me- 1 bedroom 1 bathroom teeny tiny cottage. She has living with her 2 children and 2 dogs. The dogs are constantly barking!!! i have also found out that she dog sits for people in the day and thats why they are whining all the time. Luckily i am not there in the day but when my mum visits or i have guests there in the day the dogs really get on their nerves! Now me and this woman have never seen eye to eye she is rude and insulting and just plain wierd! I really cant be bothered with the hassle of reporting her (not that i would know how to) and cause more problems. it just infuriates me how she manages to live like that and be completley oblivious! its like living next to a kennel!

If she is dog sitting, as pucinni suggests, she must be registered with the local authority..........contact them and ask if they have issued her with a licence, and also she would not beable to dog sit if it was causing a nuissance, this would be taken very seriously............I know I home board, and I would never be so ignorant as the allow my dogs to disturb anyone like this.
She should also be registered with the tax man

I could very well be wrong, but I thought if you run any business from home that you'd need to be registered with the council as doing so. For example, I'm a dog groomer, I do not operate a boarding kennels or pet sitting service. Dog groomers are not required to be licensed. But even still, I'd need to apply for change of use with my local council to let them know that I wanted to operate a business of grooming dogs from my garage, say. The council wants to ensure that traffic (foot and auto) will not become a nuisance for the neighbors. Waste for the business must be handled as trade waste. Business rates are charged rather than ordinary council tax. Get where I'm going with this? I reckon the council would take it seriously.
