I don't think that looks like a Parelli student. Double carrot stick riding is more for the beginnings of bridleless - I doubt students studying at that level would be able to teach their horse to do that.

Also, his sticks are white. Parelli sticks are orange of course! However, Pat does do something a bit like skipping with Magic only without the jumping, much lower down.
