Reporting to the police without video evidence?

We had a very near miss today involving a Polaris going far too fast and a driver who refused to slow down, and nearly hit my horse on a single track lane. I realised he was actually texting and didn't even see us or my arm signals until he'd almost hit us and sent her into a spin.

I managed to memorise the reg as he did stop momentarily after he passed, and have checked it on the DVLA website so I know it's correct. However the West Mercia Police website will not accept any reports without video footage or a witness. Is there anything I can do? This guy really needs to be spoken to before he kills someone.

Yes I have reported it on the BHS site but that's not going to stop him...
 
A few years ago I once reported with a photo of the skid mark, that was sufficient for a visit. If it were here now I'd prob put in a report on the webchat in the first instance and see what they said.
 
It is a very long time ago but sister and I reported a driver speeding to the point of throwing up gravel and making 2 of the world's most bombproof r&d horses skitter about on a narrow road that ended in a bridle path. He was done for careless driving. But it was long before hat cams etc and it wasn't long after there had been a police-officer's wife knocked off her horse, which had to be pts, by joyriders, locally.
 
Go into the cop shop and report it. You are the witness, you have the reg number. Make sure they follow it up and get a crime number or similar. It is ridiculous to say they can do nothing without footage. It beggars belief that if I walk down the road and my neighbour beats me over the head and I report this, that nothing will be done because I didn't film it. In your shoes OP I would go in and if necessary get very cross.
 
Even the police don’t count as a witness if there is only one of them when it comes to traffic offences ….its your say so against the driver and nothing will happen
 
I reported a driver once who flew past me blaring his horn and although I had a reg number as managed to get a photo of the car the police wouldn’t pursue it without video evidence. Very frustrating! But, I would still report again in the future.
 
As Bonny said, report it (101 or police station) they should log it.
Unlikely for anything to happen with just one report / no witness & no visible damage ( you could have a grudge against the driver & making up the report)
The log will store the registration on police systems & if anyone else makes a report yours will be flagged up.

Are there no houses along that road with cctv?? even ifthey did not catch the incident but have him driving fast down there at the very time you say he did, it might help.
 
Report it, in person if necessary because while they can't do much this time it will be on record if they are reported again (with footage). It all helps build a picture of a history of dangerous driving.

Absolutely this.

We had issues years ago on a yard I was on with a few dangerous drivers. We were always encouraged to ring 101 to record it as it would build a picture and help in the long run.
