Rescue pony won't lead

And is the least food orientated pony I have ever known! He doesn't even give polos a sniff, carrots may get some attention if in his feed, but even his feed is left with him over night as he picks at it every now and then. So bribing with food is not goign to work; we have tried!

He is a nightmare to lead. I think he has just been dragged about on the end of a lead rope when has has occassionally been led in the past. He plants his feet if you try to lead him anywhere and will only yield to pressure if you are on the other end of the rope. When he first arrived he was fairly weak and skinny (he is only 12.2 anyway) and we could lead im around like a foal with an arm around his back end, but now he's got a bit more weight on him and a bit of energy about him and plants his feet to the spot.

Any tips on getting him leading nicely next to us? He is still fairly nervy, quite head shy, 2 years old and previously unhandled until he was found by police and taken away
 
Has he got a field mate? I would suggest trying to get him to follow another horse sounds like you need to go back to real basics as with a foal the 1st experience of leading is always following their mum.

Also possibly sounds like the feed issue might be to do with trust. How long has he been with you?
