Resistance in Halt Transitions

I am having a problem recently with Harrys Halt transition. His upwards and his trot to walk, canter to trot etc is all fine but he has started to stick his head forwards and upwards on his halt transition (whether its from canter or walk) His rein back is fine as well.
It just seems that when i ask him to stand his attention completly dissapears and he resists it
His teeth and back are checked regulary and his saddle was done 3 months ago

Why not instead of actually halting, half halt to an almost stand still, and then make him walk on again. This way he won't be antisapating the halt so much, and it will keep him on his toes more!
