respiratory issues

Hi everyone ive just joined the forum as im desperate for some advice & hoping you guys can help.
I bought my first horse 5 weeks ago. at purchase he was fine i did know he had had a cough which had been affecting all horses (from riding school) months before. I spoke to vet who had treated & she was unconcerned & the cough was now resolved.
After 1-2 weeks of getting him he developed rapid laboured breathing + increase in heart rate due to effort. He was showing signs of hayfever type symptoms running nose i started some antihistamine but breathing worsened.
I contacted previous owner who has been very supportive & said had never shown any of these problems before.
he is now on steroid & ventipulmin powder.
I have not been able to ride him since i got him.
I am really concerned this will not resolve & i cant afford to have a horse on expensive medicines i cant ride. Insurance is unlikey to pay & only covered for this year anyway & then will not payout.
I have been extremely upset as you can imagine.
I am really even thinking of PTS. I cant sell him as he is & probably will never be able to sell him unless im dishonest. I would hate he ended up in awful hands. he isnt even very old 8 years & i know it seems terrible but i just done know what to do.
He has been on medication 1 week & shows some improvement. of course ive had people telling me the worst that he will need nebulisers constant steroids & its just causing a lot of stress.
The vet so far thinks its environmental he is in an area that is very high in pollens compared to where he lived before. I dont presume this will ever go away.
Has anyone got advice/similar problem??

I'm so sorry to hear you are going through this. He could be allergic to the pollen where he is now and it's good he is improving on medication.
One of my friends had a horse that had a cough in the beginning of spring and tried antihistamine etc. and it turned out that the poor horse had asthma. It may not be the same for your boy but have you tried having him tested to see if he has asthma? Can you hear him wheeze if you listen next to his nostril ?

I didn't get him vetted as the price range he was in didn't really make it worth while. A stage 2 vetting wouldn't have picked anything up as its basic & he was fine at the time

Thank you for your reply I had thought at first I could hear a very slight wheeze but it was really intermittent like just one breath then gone. I have been listening to his lungs with stethoscope & so did vet & he doesn't have any wheeze. The vet has said it could be seasonal asthma. Of course won't know until the winter & next summer. I thinking the insurance wouldn't cover any respiratory diagnostics because of previous cough.
Just back from seeing him & best day yet with breathing & heart rate. I had stopped antihistamine a week ago but today eyes terrible runny & very drippy nose yuck!
What did your friend do? What medication has she got him on?
