I think it depends. I’m 5ft6, with relatively long legs. My horse is 16.3hh I don’t think he’s too big in photo.
Your leg length and the overall size of your horse’s barrel are far more important than your overall height or the horse’s height.
I once had a gangly, 16.2hh TB that my leg hung 2 inches below his sides, as he had a narrow barrel.
