Rider Warning?

In H+H it says riders are told not to exercise horses alone in Brixham, Devon...Why?

That is correct, but it falls within a wider warning to lone women, there is no suggestion at this stage that the attack was equestrian related, more sexually motivated, but the offender is clearly not afraid to tackle somebody on a horse
