Riding Club for access to council land?

I have just come back from a meeting with my local council...... i have to submit an application for a permit system to allow local horse riders to ride around the perimiter of one of their municple parks!! covering health and saftey issues, insurance, etc etc..... feel a bit nervous but they seamed quite interested but did say that they would recive lots of objections from the football teams, dog walkers etc.... but we have agreed on a 1/3 perimiter access which will be left as set aside.... I will probably have to set up a riding club to issue the permits and be a co-ordinater with the council to ensure no galloping, folks keep to the edge and remove the poo.

Can anyone offer any help, advice, do's dont do's or insurance info
