It isn't. Abolishing the (now) 2031 deadline avoids having to do anything about exceptions to the 2031 extinguishment (a thankless task, which threatened to bog down officials in endless detail). But Defra has said nothing about implementing the reforms in the Deregulation Act 2015, which still have not been implemented 9 years after enactment, and 14 years after they were agreed. And it certainly doesn't have any money to encourage local authorities to get on with processing claims and reinstating newly-recorded historical rights of way.Now, if serious about this…
