Risen blood vessel in front leg ... Any experiences?

Anyone have any experience with the blood vessel on the inside of there horses front leg enlarging, (like a small bulge and you can roll the blood vessel back and forth). Its situated below the knee, between the tendon and splint. What would cause this? Horse in question is sound until you flexion test. Also it's only the one front leg.
 
Its been like this from 1st of May, been scanned as we thought it may be check lig damage but tendons and ligaments all in fine form. It had improved with field rest (in the past two weeks) and was advised to hack starting with 15mins building it up. But she must have struck herself in the field as it is back to square one again!! If she has a hoon round the field it will go up aswell. Really quite baffled :(
