How many small bales (roughly) would make up one round bale of hay??

How long is a piece of string?

It really does depends what size/type of round bale it is, and what size small bales you are calculating with.

My round bales are 750lbs, my small bales are set at 60lbs.

a local farmer once said to me about 12- 15 small to a large round bale.

We do approx 8-10 small bales to one large round bale (but our small bales are very heavy)...

It's about 14 for us and costs us £20 so much cheaper than small bales! Saves us £15 a week! They're normally around that size but like small bales, they vary in size so can't guarantee a specific weight/size. It's messier to use but £15 every week is a hell of a lot of money!
