Round pen advice

I was wondering whether anyone had any advice.

I have a round pen that I use for turnout. It was put in its current position in February. It is just woodchip on top of hardcore as it is not permanent. However, as the weather has been so horrendous, the horses have managed to get down to under the hardcore so there are some really muddy bits (we are on clay in Lancashire) and it is time to look at sorting it out.

My initial thought was some grass mats on top of the hardcore to aid drainage and to prevent the horses getting down through the hardcore.

Any suggestions???
