WHW without question.
RSPCA might be good with small animals but I've check to meet one of their inspectors that knows one end of a horse from the other I'm afraid.

WHW reported horse to both before and WHW were great RSPCA did visit it but a week after WHW had been.

WHW without a doubt.
I reported a pony to the RSPCA at the beginning of the year as it had VERY overgrown hooves. They phoned me to tell me they had been and looked at it and it was fine. hooves apparently all neatly trimmed and all in good condition. Yes they were all in good condition but i checked this pony on way home from work and its feet were still overgrown! I think they stood at the edge of the field and looked in rather than getting in there at up close to the ponies.
