Rubbed, scabby, rough tail

Beau has managed to either rub his tail or its been eaten! Its up at the top and its in vertical strips - which to me suggests that he has been munched rather than rubbing.
He is in the same rugs as last year - and these didn't rub him, and in fact last year his tail was more pulled that it is this year. The only major change is that he is on shavings. I have washed it with hibiscrub - but don't want to do this too much as it will dry his tail out.

Could he wear a tail guard at night or in the field? I feel that it is possibly him being bitted rather than him rubbing it as there are no rub marks on the back of his rug.
