I would contact the retailer or the brand directly, lots of different stirrups with various sorts of rubber/flexi thing.

Sprenger I have no idea how to get them on. Just wondered if they can be changed.

I wouldn't have thought they could be changed unless the spring/chain/link has broken on the side of the stirrup.

I don't think those sleeves can be changed.
