Old tb im looking after has rubs on his shoulders from wearing ill fitting rugs 24/7. Not going into reasons as to why im looking after him. Not much I can do without forking out for a new rug which a) I cant afford and b) im not the owner, i need to persuade owner.
I have a spare vest from old pony, would this be any good if I put this on under his rugs? Or should I put sudocream/ aloe vera? Suggestions welcome :)

Yes its just rubbed hair. The vest looks like and feels like numnah material (padded). Would it be a good idea to take a layer of rug off to compensate for the thick vest?

That's dependant on horse- i use Lycra ones so don't, i would however be reducing rug weight at mo as its warmed up quite a bit.
Prob best to try it with no layers removed.
Check regularly if to warm remove rug if ok leave. The vest won't be as warm as a rug.

only under rug that worked for mine was bossy's bibs (bossysbibs.com) they are silky so work - other anti rub vests still rubbed - well worth the money.

Every other year my chap has had rub marks even with other vests - this year none ! and he has had rugs on 24/7

I've been swearing by Bossybibs for years :D

Get some cheap satiny material, off cuts from a market stall or somewhere will do, or old clothes even. And sew them to the inside of the rug over the shoulder area. If its just the hair that's rubbed, I wouldn't bother treating the rub marks, once the rug stops rubbing it will grow back. If its down to the skin & sore, I'd get an old decent roller (like the type people used to use before x surcingles) & leave the chest straps undone, & secure the shoulders of the rug under the surcingle. So the rug fits similar to an exercise sheet, until the skin has healed.
