(he is in atm and has been checked). It is TIPPING it down here and is meant to stay on all night, its about 14 degrees ish and he will be out all night. He hasnt had a rug on all summer but it is god awful, should i drag my butt up to the stables and rug him or laze about indoors some more?

Not fair - it wouldn't let me tick BOTH options. It is a little known fact that humans AND horses can melt in heavy rain. You should train ned to be happy with an open umbrella tied to his head collar.

im not putting a rug on tonight i dont see the point its only a bit of rain gives him a shower he's a hefty bugger anyway so he can deal with it
