Rug rubbing

Looking for any ideas please from you lovely helpful people!
Louis' middleweight combo had rubbed his withers - not sure whether it is because of fit or because he has to have a rain sheet "sacrifice" rug on top and perhaps too much pressure on his withers....so changed his rug to a fal combo without the top rug and that has now rubbed his shoulders! It hasn't done before so not sure what he has been up to in the field!
I tried a vest once and that rubbed his withers too so that is no good - it was a kind of Lycra type...he is currently in a stable rug with rain sheet on top...but that has great big holes in so is ok for dry only...clearly not weather around here!
Does anyone have ideas on what to try to help his shoulders and wither grow back?? His fieldmate is a horror for ripping rugs plus Louis has a penchant for getting in to the bushes as far as he can, a bit like a goat :) so everything tends to get ripped in some way.. Help!
 
Once you have found something that doesnt rub try Megatek for encouraging hair regrowth

I use a quilted bib which I think is a Roma one but it isnt satin lined, the material is just slightly shiny
 
If it's only the fur that's been rubbed (no damage to the skin), then try a Boosy's Bib + one of the new Weatherbeeta turnouts with the wither pad. Use a standard neck rug - no combos or neck covers, as they pull down and go very tight over the withers when the horse grazes unless they fit perfectly. The half necks/Wug style rugs might work if you want some neck protection. Get a high denier rug so you don't need to use another rug over the top.
 
Thanks for all the replies, lots of options to try - I am pretty sure the vest we tried before was a Bossy's Bib one so I might give a quilted one a go and see how we get on - will look at the WB rugs with the wither pads though.
I do try and stick to standard neck, but he is a bit of a wimp in the wind and rain so sometimes a neck cover is needed.
It is just the fur that has rubbed - I will look at Megatek to encourage the growth back!

If it was a lycra bib it definitely wasn't a Bossy Bib.
