I've got one of these from Ruggles and was hoping to use it as a layer in the stable - but it slips back badly and the clips at the front are digging into her neck. Annoyingly she fits well into the rest of the Ruggle range and I can't work out whether this is a bigger cut than normal or if the slipping is because of the material.

I might have to give up and just keep it for a sweat rug, but has anyone got any ideas I can try to keep it in place?

I purchased a fleece rug from Kramer which has a cotton sheet on the top , it's brilliant for preventing the rug slipping back over his shoulders.

I’d not use that type of rug as an under rug as they generally do just as you are describing!

But it was perfect (ignoring the slippage) for strange weather - wicked the sweat away nicely the night I got the temperatures wrong and tried to boil her!

I have just found another rug under the spare bed which will do for indoor use, so I think this is going back to its main job of sweat rug.

I have found the only type of underrug which doesn't pull back is a slippy material one. Anything with any type of texture to it just seems to mover further and further back. I use an extra lite stable rug with the surcingles cut off if I need an extra layer, this seems to work ok.

As others have already said these types of rugs are not designed to be used as under rugs and will slip back. I never use fleeces or thermatex type rugs as under rugs. Your best option is to use a rug that has a smooth shiny surface.
