Can they be used without a sliphead or is that a big no no?

I have been given one to try tomorrow as horse hated the jointed pelham (he has a hatred of nutcrackers) but the only mullen mouth my friend had to give me was a rugby pelham.
Would it be possible to use it without one until I get a sliphead or would this be a terrible idea, as you can tell I dont know much about bits!

Whats the difference between a rugby and normal pelham anyway? Is there a difference in the action?
 
Rugby pelhams are designed to give the appearance of the horse wearing a double bridle but with only one mouthpiece, useful for horses that are being shown but dislike or do not have enough room in their mouth for a double. I have always been told to use a sliphead, otherwise the spare ring will flap around and distract the horse.

forgot to add, if your really desperate though, you might get away with tying the spare ring down.
