Runny and gooey eyes?

My mare for the past month and a half or so has had very gooey and runny eyes. They are the most gooey (it is white) in the mornings and gets crusty on her face, right after cleaning her eyes are running again, they're like tears and te second I've cleaned them there's not more goo but they never stop running. The lids aren't swollen and she's not been trying to itch her eyes at any point, none of the other horses have this only her and there has been no environmental change. The vet came out and gave me a gel to put in her tear duct (actually made for non pregnant women not horses) but it didn't even mKe a slight difference. She's not irritated by it and I clean her eyes multiple times each day but alas they don't stop running and the goo reappears after a few hours. Any ideas?

Appies are prone to this in bright sunlight. Its because they have white sclera (the surround of the eye) whereas other horses have black. Have you tried a fly / shade mask? At the very least it stops the flies feeding on the mess and irritating her.
