As per title, really. I'm referring to local showing, nothing more. Class states it's open to piebalds, skewbalds, duns, roans and appaloosas. My guy has typical sabino markings... high whites, white blaze that extends round his muzzle and onto the underside of his face, his belly is completely white and he does have a white splash over his withers on the one side.

We're going more for young horse experience than anything else, so I'm not too fussed about him being placed. What do we think? Is a sabino a "coloured"?

Genetically any gene that causes white markings (even a tiny star) is a coloured/pinto gene. To show in a coloured class though, the white marking(s) need to be above the elbow/stifle. So your boy does qualify.

CHAPS says -
The definition of a “coloured” horse or pony is one whose coat colour is either (piebald) or white and any other colour (skewbald), e.g. bay, roan, chestnut; with a patch of naturally occurring white coat. This white patch must be on the body above the level of the stifle or elbow, excluding any face markings. Any white marking below this does not qualify.

As he has a white patch above the level of his stifle (excluding head) then yes he is coloured!
A minimally marked coloured!
